Strong demand for SC Status for Dalit Christians and Dalit Muslims.

The Constitution enshrines the equal treatment of all religious communities, along with freedom of religion and conscience (Article 25). Granting Scheduled Caste status to Sikhs and Buddhist of Scheduled Caste origin has not weakened Hindu religion or encouraged conversions to those religions. How can Honorable Thawar Chand Gehlot, the Minister for Social Justice and Empowerment, come to the conclusion that granting SC Status to Dalit Christians and Dalit Muslims would weaken Hinduism and encourage conversions?

It is not the Indian Constitution, but it is the Presidential Order 1950, paragraph 3 that discriminates against the Christians and Muslims of Scheduled Caste origin. We urge the Minister to speak an inclusive language. His remarks are a smack of divisive language which divides the Dalit community on the basis of religion. 

The Honorable Prime Minister Modi should not just give verbal assurances and empty promises, but act concretely on the norms of the Constitution. Prime Minister rightly said in the Parliament ‘India first’ is the only religion and Constitution the only ‘holy book’ for his government, according to which he should be committed to working for all sections of people irrespective of religious affiliations. He must guarantee equality to all citizens; he must see that the majority does not force its will on minority communities to exclude and marginalize them which will impede the development of the nation. 

To protest against the undemocratic and exclusive language of the Minister for Social Justice and Empowerment and to demand SC Status for Dalit Christians and Dalit Muslims, a Public protest meeting was held on 10th March 2016 at Jantar Mantar from 9 a.m to 4 p.m. Five thousand people from all over India participated. Students from AICUF performed traditional drum dance. Participants from different states sung awareness songs in different languages.

Visit of Bishop Dr. Margot Käßmann, Special Envoy of the Reformation Anniversary 2017, Evangelical Church in German (EKD)


 

500 Years of the Reformation initiated by Martin Luther will be observed and celebrated in 2017 in Germany as well as all over the world.  The Special Envoy of the Celebration, Bishop Dr. Margot Käßmann visited India as part of the preparation for the celebration.  The NCCI organized an interaction with Church Leaders on 19th February, 2016 at YMCA’s National Council office. Around 30 Church leaders and ecumenical organisations participated in this meeting. The meeting was chaired by Bishop Collin C. Theodore, Secretary NWICC.  

In her introductory remarks, Dr. Margot Käßmann observed that when we celebrate Reformation not as a history of  division but as a common history of Churches, as ecumenical history, as history of learning, it is important for the Churches to reflect what the reformation means to them in this context. The Church leaders also shared various concerns of Churches in India and the Indian context.

In the evening, Dr. Margot Käßmann gave a public lecture at the German Embassy in Delhi on "Reformation and Education." She highlighted that one of the  aspects of the Reformation in middle Europe in the 16th century was education, and this helped people in being able to think, reflect, speculate, understand and ask questions.  Her lecture was well received by the audience.

Visit of Bishop Ralf Meister, Evangelical Lutheran Church of Hanover, Germany


On the occasion of visit of Most Rev. Ralf Meister, Bishop of the Evangelical Lutheran Church of Hanover with his delegation to India,  the Ambassador of the Federal Republic of Germany in India Dr. Martin Ney hosted breakfast on 28th January, 2016 at his residence. Apostolic Nunciature of the Holy See to India Salvatore Pennacchio also joined for breakfast along with few Indian Church leaders. 

The Bishop Ralf Meister, delegation and Rev. Markus Lesinski, Pastor for the German speaking protestant Congregation of India, Nepal and Bangladesh visited NCCI Delhi office on 28th January, 2016 . Bishop Collin Theodore, Secretary, NWICC , Rev. Sailakant Bagh, Treasurer, NWICC and Mr. Samuel Jayakumar, NCCI Executive secretary had discussion with them on various concerns of Christians in India.

NCCI delegation meets Vice President of India



A delegation of National Council of Churches in India met Shri. M. Hamid Ansari, the Vice President of India and greeted him with Christmas wishes on 22nd December, 2015 at his residence.

He received the leaders warmly and conveyed his wishes to the Christian Community. The Vice President said that 'more than tolerance, what is important in our country is accepting each other as they are'. He also shared the concerns about the Dalit Christians and Dalit Muslims situation in the community. He appreciated the work of the Church towards the poor and marginalized.

NCCI Christmas celebration in Delhi


The celebration of ‘Christmas joy through carols’ was arranged by National Council of Churches in India and North West India Council of Churches (NWICC) on 5th December 2015 at Free Church (CNI), Sansad Marg . Mr. Justice Vikramajit Sen, Supreme Court of India, was the Chief Guest of the event. He emphasized that as a Christian Community we should contribute to Nation Building. 



The service started with a prayer by Rev. Suresh Kumar, Presbyter-in–Charge, Free Church, followed by the welcome address by Bishop Collin C. Theodore, Secretary NWICC. The felicitation was done by Bishop Subodh C. Mondal, the President of NWICC. The gathering was delighted by carols and scripture reading. Around 10 choirs from different churches (Protestant, Catholic, orthodox and Northeast) sang carols in different languages.

The vote of thanks was given by Mr. Samuel Jayakumar, Executive Secretary, NCCI. The programme ended with the blessing pronounced by Rt. Rev. Warris K. Masih.

NCCI congratulates the CMCH, Tamilnadu and wishes well for its ECP Therapy centre

The National Council of Churches in India congratulates the Christian Medical College and Hospital (CMCH) in Tamil Nadu on the opening of a new External Counter Pulsation (ECP) centre.

ECP will promote non-surgical procedures for heart ailments.  ECP therapy -- a non-invasive procedure -- helps stimulate the growth of new blood vessels in the heart and, in some cases, improves the flow of existing blood vessels. Often, ECP is used when physicians have exhausted other therapies.

The treatment provided at the centre is covered under the Chief Minister's Comprehensive Medical Insurance Scheme and the revenue generated from the treatment will also help finance the hospital's development, hospital authorities said.


The NCCI wishes the CMCH, Tamilnadu to be a blessing and a healer to the Indian society and the people at large.

NCCI appreciates the gesture of naming a stretch of road after the late Bishop Metropolitan Dr. Mar Theodosius

The National Council of Churches in India is glad to learn the naming of two-kilometre stretch of road after the late Bishop Metropolitan Dr. Stephanos Mar Theodosius.  It is a great recognition to the dedication of Bishop Theodosius' efforts in promoting education and health care for local people.  It is certainly a matter of pride.  We appreciate the gesture of the Municipal Corporation of Bhilai, said the General Secretary of NCCI, particularly at the times of anti-Christian sentiments.

Indian Volunteers for Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI)

 Dear Ecumenical Colleagues,

Greetings in Christ from NCCI!

We are inviting applications for the Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI) for the year 2015. The EAPPI is an international initiative of World Council Churches (WCC) under the Palestine - Israel Ecumenical Forum (PIEF). The Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI) brings internationals to the West Bank to experience life under occupation. Ecumenical Accompaniers (EAs) provide protective presence to vulnerable communities, monitor and report human rights abuses and support Palestinians and Israelis working together for peace. EAs serve in small international teams in one location (or ‘placement’) living in a shared apartment with their colleagues.

More than 20 countries are sending EAs to operate in one of these 7 placements across the West Bank and East Jerusalem where they live and work alongside local people who are non-violently resisting the occupation. When they return home, EAs campaign for a just and peaceful resolution to the Israeli/Palestinian conflict through an end to the occupation, respect for international law and implementation of UN resolutions.

We are recruiting for 2 EAs from India to serve in Israel and the occupied Palestine territories (I-oPt) for 3 months in 2015 for the group of 58 (September, 2015 – December, 2015) or 59 (December, 2015 – March, 2016).

This brief presentation is in two parts - their strategies and our possible responses:

THEIR STRATEGIES

Their strategies are multi-pronged, well thought of and with meticulous planning. They have been using some of these very effectively since their inception in the 1930s; these include: 
  • to have well oiled propaganda
-effective, simple, mass, vicious
-tell a lie a thousand times (Goebblesian)
-fuel myths / rumours (they can easily take you for a ride)
-indulge in half-truths / selectivity, manipulate facts and data
  • to mobilise as many as possible
-all sections of society (particularly poor and unemployed) / also adivasis and dalits
-get them to do their “dirty tricks” with money, liquor, meat and false promises
-rope in middle class who can be lured by “achche din”
  • to divide and rule
-a time-tested strategy by dictators and those who want to control others
-‘they’ are the problem
-not ‘you’ but ‘them’
-to provide lollipops (sponsor “pilgrimages” to the Holy Land)

Greetings in the name of Christ,

I bring you greetings as we have recently completed the 2015 executive committee meeting of the World Communion of Reformed Churches in the cradle of Christianity, gathering at the Evangelical Conference Center in Dhour Choueir, Lebanon, run by the National Evangelical Synod of Syria and Lebanon.

While gathered together we heard the stories of our sisters and brothers from many countries of the Middle East, including Egypt, Iraq, Syria and Lebanon itself. We were deeply moved by the testimonies of ministry in the face of great challenges. Our eyes were also opened as their reality was presented to us, instead of the one distorted through the mass media.

Our sisters and brothers in the Middle East need us to be closer to them than ever. Their very existence is threatened even as they are the key to peace and reconciliation in the region. To that end, the executive unanimously made a statement that fully commits us as a Communion to be deeply involved with them.

The executive also looked toward our 2017 General Council, where we will embrace the 500th anniversary of the Reformation as an opportunity to both continue to re-form ourselves and also to draw more closely together with our Lutheran friends. 

You should also know that we made two changes to the time and place of our 2017 General Council: It will now be held in Leipzig, Germany, 27 June to 7 July 2017 (with pre-council meetings for women and youth happening the first two days). More information will be forthcoming in the months ahead.

The gathering of our executive committee underlined, yet again, that we in the WCRC are called to communion and committed to justice—and that as sisters and brothers in Christ we can together follow the God of life on the path of justice, peace and reconciliation.

Christian Leaders meet Shri Arun Jaitley, Finance Minister, Government of India, New Delhi


A delegation consisting of Catholic, Protestant and Evangelical Church leaders had a meeting with the Finance Minister of the Country, Shri Arun Jaitley on 23rd May, 2014 at his residence and it is lasted for one and half hours. The finance minister apprised the leaders about the various steps taken by the Government for the safety and protection of the Christian Community. He stated that neither the BJP nor its government support attacks against the Christian community. 


The Christian leaders also raised the following concerns of the community with Mr. Arun Jaitely: The status of the SIT probe on Church attacks in Delhi as well as different parts of the country, irresponsible and provocative statements made by leaders of BJP, fringe elements and Sangh Parivar, the issue of anti-conversion laws, Government stand on granting Schedule Caste status to Dalit Christians, proposal to have a Christian Memorial in Delhi and unwarranted interference of Government through Child Welfare Committee (CWC) on Christian Orphanages. 

The meeting was a confidence building measure by the Government with Christian community. He also promised to designate a nodal point within the cabinet to address the concerns of the Community.  The discussion was cordial and positive. We hope that Government will pursue the measures it has promised.

Movements for the Cause of Palestine

In a statement issued on Wednesday, the Vatican would soon sign its first accord with Palestine, two years after officially recognising it as a state.  The Vatican said that the "bilateral commission of the Holy See and the State of Palestine" was putting the final touches to the treaty.The treaty states that the Holy See favours a two-state solution to the conflict with Israel and allows the Vatican to oversee aspects of Roman Catholic life in the areas President Abbas controls. Israel has however expressed disappointment with the treaty, which uses the term "Palestinian state". 

“The Vatican is not just a state. The Vatican represents hundreds of millions of Christians worldwide, including Palestinians, and has vast moral significance,” said Husam Zomlot, a senior Palestinian foreign-affairs official. Also, Pope Francis has canonised two 19th century nuns who lived in Ottoman-ruled Palestine, making them the first Palestinian saints in modern times.  The move speaks volumes about his commitment to revitalise the diminishing Christian presence in the Middle East. 


Palestinian-led Boycott, Divestment and Sanctions (B.D.S.) movement, launched in 2005 by the largest coalition in Palestinian civil society, B.D.S. calls for ending Israel’s 1967 occupation, ending its institutionalized racial discrimination, which fits the UN definition of apartheid, and upholding the right of return for Palestinian refugees uprooted and dispossessed in 1948.



A government led by a prime minister who rejects Palestinian statehood and publicly race-baits Palestinian citizens of Israel and whose key partner, the Jewish Home, advocates for creating Palestinian Bantustans will make it much more difficult to defend Israel in the court of world public opinion.

MPs protest held at Gandhi statue in the Parliament premises : Joint Statement by Parliamentarians


Regarding the communal situation in the country and the fear among Religious Minorities in wake of Hashimpura Judgment, some MPs organiized a signature campaign followed by a protest. Many MPs participated in the protest at Gandhi Statue in the Parliament premises on 7th May, at 10 am.  The successive state Government’s negligence and failure in producing evidence before the court of law denied justice to the victims. Whereas promulgation of executive order in 1950, 10th August by President without the approval of Parliament amounted to denial of equal opportunity and choice of Religious Freedom not only to Dalits of the country but also to the Religious Minorities.  This was to voice their concern to ensure the citizenry in upholding Constitutional mandate of Social Justice beyond Religion.

The Demands were:
  1. A thorough investigation under the supervision of sitting Supreme Court judge to ensure confidence among Citizenry on the governance and the justice delivery system beyond delivering Justice to the victims. The Union Government and the State Government should take every possible effort in bringing the culprits to the book.
  2. We demand the Union of India to Extend the Scheduled Caste Status to Christians and Muslims of Scheduled Caste origin.

Press Release from North-West India Council of Churches (NWICC)

PRESS RELEASE

The Council of the North West India Council of Churches (NWICC) met on 15th April, 2015 at  Mar Thoma Centre in Delhi.  The main agenda of the meeting was revitalizing the North West India Council of Churches (NWICC) and its activities. Bishops, Head of Churches, Official Representatives of Church bodies, Organizations of NWICC  gathered in the Name of the Father, the Son and the Holy Spirit and together we reflected on how to become effective witnesses of God’s grace and love in our situation and to serve humanity (as servants of God). 


  • We endorse that all humans are created in the Image of God and Churches and all their agencies are called to be responsible to work with specific mandate for the betterment of humanity as well as God’s creations.

North West India Council of Churches elects its new leadership


To promote grass-roots ecumenism, the Regional Christian Councils need to be
strengthened locally. A vibrant Christian Council is the need of the hour for Church unity in India.  North West India Council of Churches (NWICC), in the last six months had various meeting to revitalize the regional council.  The adhoc -committee called for the ordinary Council meeting, which was held on 15th April, 2015 at Mar Thoma Centre, New Delhi. 

The Council was well represented by the member Churches, Christian Institutions and ecumenical bodies. The devotion was led by Bishop Collin Theodore on “Mystery of Resurrection” and stressed that Resurrection should be experienced every day by believing in the ‘Risen God’. 

Bishop Subodh C. Mondal, Chairman of adhoc-committee, in his presidential address brought to the notice of Church leaders that India is a great nation with rich and diverse cultures, religions, languages and ethnicities. However, it  is threatened by  majoritarian supremacy. People are still awaiting "acche din" (good days) for all. He also highlighted the threatening scenario which minority communities are facing now. He called upon NWICC to play a significant role in providing a platform to all churches and Christian organizations to come together and address the situation unitedly.

NCCI Statement: Secular Character of India under Threat!



SECULAR CHARACTER OF INDIA UNDER THREAT!

The National Council of Churches in India expresses its deep concern over growing religious intolerance in our country, and targeted violence against the Christian community. The sustained hate campaigns have resulted in vicious attacks on our people, places of worship and our institutions. Such incidents of violence are taking place right across the country—Rajasthan, Chhattisgarh, Madhya Pradesh, Uttar Pradesh, Telangana, Tamil Nadu, Karnataka and Kerala. In the recent past, they are even happening in the national capital.

In addition to such attacks, there are other strategic ways in which efforts are being made to destabilize Christian faith and witness:
  • Declaring 25th December, one of our holiest days, as ‘Good Governance Day’, showing no regard for the long standing tradition of the celebration of Christmas in the country, which has been a public holiday;
  • The ghar wapsi campaign promoted by Hindutva groups is an overt and aggressive attempt to convert Christians and Muslims to Hinduism, portraying Christianity as a ‘foreign’ religion, despite evidence that Christians have been living on the sub-continent right from the first century.
  • Though the Prime Minister had assured the Christian community of ‘freedom of choice’ regarding religion on 17 February 2015, and had earlier called for a 10 year moratorium on communal disharrmony in his independence day speech of 15 August 2014, he has made no explicit condemnation of the attacks on Christians and the increasing Hindutva propaganda
  • The recent comments of Mr. Bhagwat about Mother Teresa are unwarranted
  • The government under the pretext of stopping forced conversion (which Christians do not advocate or practice) seems to be intent on enacting an anti-conversation law, which we discern will be used against Christians, primarily to intimidate and to harass. It is against the spirit of the Indian Constitution, which guarantees the freedom to profess, preach and propagate one’s religion.

1. This is to inform you that the U.C.C. is the regional Council of Churches in Orissa for furthering the objectives of member Churches and to  represent the grievances of the churches of Odisha and  protestant churches in particular.

2.This has come to the knowledge of the undersigned that Mr. Praveen Togadia is coming to  Kandhamal District on 27th Feb 2015 for conducting a public meeting which is likely to  disturb peace and communal harmony prevailing in the state because of  his provocative and inflammatory  speech. People of Odisha especially of Kandhamal have not yet forgotten his calculated inflammatory provocative speech which triggered communal violence in Kandhmal and spreaded over alarmingly to other parts of the state and resulted in serious destruction of life and property of people including property of the Government. The people of Kandhamal District are still living in anxiety and fear.  The visit of Mr Togadia’s visit will have consequences both immediate and long range, as we know from past experience.

Christians protest in Delhi against continuous Church attacks


Christian communities are now more frequently targeted for violence.  In Delhi, in less than two months five Church buildings have been vandalized or burnt down.  The police have not solved most of the cases and it has created a sense of fear among the Christian Community in India.

The Christian community had peaceful protest in front of Sacred Heart Cathedral on 5th February, 2015 against Government inaction on Church attacks. However, Protesters were dealt very roughly by the Delhi police. Many of the priests, lay men and women, were dragged into police van and detained at the Parliament street police station. Around 500 protesters were taken to the Police station.  The police was not even allowing them to protest inside the Church and not allowing protesters to meet the media.

Later, the Christian leaders met the Union Home Minister Mr. Rajnath Singh and demanded that the Government take urgent and effective measures to restore the Rule of Law, curb the acts of targeted and communal violence. The guilty must be traced, and action under the law should be taken. Police officers must be held accountable for communal crimes in their jurisdiction. In Delhi, a special investigating team should be set up to investigate the five acts of violence against the Catholic Churches monitored by the High Court of Delhi.
 
The Home Minister assured that he would not tolerate any discrimination. He promised an independent investigation into the Church attacks and he has asked the police to ensure the security of Churches and other places of worship.

Church Leaders Called on the President of India on the Christmas Eve



Church leaders representing the National Council of Churches in India (NCCI) and the Regional Christian Council of North West India met the President of India, Shri Pranab Mukherjee at Rashtrapati Bhawan on 24th December, 2014. The Church leaders greeted him on the occasion of Christmas and offered prayers for his health and for the Nation. 

The leaders also raised their concern with the President about the attacks on Christians in the different parts of the country as well as about conducting of Government functions on 25th December which is a public holiday (Christmas). The President affirmed that India is a pluralistic society and all the religious communities are to be given equal respect. He was very concerned that the social harmony, which has existed for a long time in India, should not be allowed to be disturbed.

Press release: Scheduled Caste status to Dalit Christians and Dalit Muslims

Times of India on 10th October 2014 reported that the Government is opposed to Dalit status for converts.
It reported Union social justice minister Hon.  Thavar Chand Gehlot’s statement about SC status to Dalit Christians and Dalit Muslims, which reveals that the Government is not inclusive in its development policy. 
The demand for the inclusion of the Dalit Christians and Dalit Muslims has been going on for the past 64 years because of the Constitution (Scheduled Caste Order) 1950 paragraph 3 which reads as “no person who professes a religion different from the Hindu religion shall be deemed to be a member of a Scheduled Caste”. Later it was amended to include Sikhs and Buddhists in 1956 and 1990 respectively.
A public interest litigation case was filed in the Supreme Court of India in 2004 (Civil Writ Petition No.180/2004) challenging the validity of this order.
